watchdog timer for home automation

I'm looking for a watchdog timer in a power outlet that powers off the outlet when the time elapses. I suppose industrial applications exist. Do you know the name for this kind of thing? How are the heartbeats usually sent? I imagine PWM over a wire or some simple wireless protocol that isn't full 802.11.
