Questions relating to designing PCBs

O.K., so, I've been trying to develop my part library development skills, but the dearth of detailed information about Eagle's layers, and the inability to just make a layer up, has had me scratching my head.

Ideally, I would like a layer for lead dimensions and the tolerances for those dimensions, as a "step 1" of approaching what the corresponding pad dimensions should be, and a layer for adjustments to "heel, toe, and side" from those values, as my "step 2", followed by "step 3", which would be the pads themselves, in the pads layer, approaching the "step 2" target as the PCB photoplotter's resolution allows. Which layers would be most appropriate for my "step 1" and "step 2", and why?

I'm inclined to use "Reference" for the part leads, and "Document" for the "heel, toe, and side" influenced target. Any thoughts or suggestions about this approach, or better ideas on how to get these results?
