Questions relating to designing PCBs

I have a question thats been boggling me for awhile, and I thought I had worked around it, but apparently not. I used to use import-bmp.ulp to import BMPs into my board layouts, but then I wanted to have those images as parts so that I can just store them in a library. I started to get an error "Can't open C:\Program Files (x86)\EAGLE-5.11.0\lbr\bmp.scr". "Permission denied." I thought maybe it had to do with Win7, but I didnt change anything. So instead I started using BMP2EAGLE to do my image conversions. That worked great, except for the fact that I just found out that the DPI setting is by default, 10000 DPI, which is way to high for my Fab shop to use, let alone be able to view that in any Gerber viewer. So I have to lower the DPI value, and import-bmp.ulp is the only way I can do that. Can someone help me?
