I am using Bascom and I am trying to use the buzzer but I am having some type of issue.

From the C code for the test of the AVR-MT, it appears that you are setting the PINE.4 low and PINE.5 high, waiting 125us and then doing the opposite.

Is this correct or is my understanding wrong?

you are correct
to sound the buzzer must receive oposite and changing voltages on it's terminals i.e. 0/5V - 5V/0 - 0/5V
