I bought this programmer and have yet to make any headway. PonyProg is the application I am trying to use. I have tried inverting and not inverting, API and I/O, nothing is working for me. The program sees the interface, but the device is not seen. I have double- and triple-checked the ISP connections and all look good.

Any suggestions?

I have the same problem. I'm currently using PonyProg 1.17h on a Windows 98 machine. I'm trying to program a AVR 2313 on Olimex's dev. board.

And here are AVR-PG1B features as described in OLIMEX pdf document:
Features:
AVR-P1B is low cost serial port programmer for
AVR microcontrollers with following features:
- Connects to RS232 port
- Uses target board power supply so no need
for external power supply

perhaphs you don't understand what is written:
no need for external (separate power supply for the programmer only)
of course this doesn't mean "this programmer works without any power supply"
if you don't power your target there is no way programmer to work
