Freescale's MC56F8XXX, They have free samples, The Hybrid MCU (MCU + DSP MAC) has standard jtag interface, They give away 16K of C compiler.
This is a very powerful 16 Bit MCU, You don'tm really need to even look at the manual (although is a must if you want to do more advanced stuff), most of the hardware can be used out of the box without any real MCU knowledge, meaning it has a preconfigured GUI to use the peripherals.
I'm using this MCU right now in a small robot, decoding the quadrature of an optical mouse using the build in peripheral.
It would be sweet to see some development boards based around this powerful lil' mcu.
