Would like to see an XBee breakout that had just the XBee socket and a regulator for battery use; either LDO and a LiPo connector, or a boost power converter for AA or coin cells. A tiny proto area to populate with sensor connectors and pull-down resistors might be nice as well.

The idea is for battery-powered stand-alone sensor applications, thus the XBee nodes would be programmed off-line and no level-shifting or FTDI needs to populate the board.

Me too. The Koala + Breakout Board for XBee Module + 2x XBee Socket works closely to what you said but that's $25. Still not a bad price, especially since the new XBee Pro 2B modules come in programmable flavors so no CPU needed (although a $10 3.3 Pro Mini would work fine for extra easy processing)
