I have been using one, made by Vector, for about 30 years and it is a terrific tool for wiring up protoboards. The above URL is for the only version I know of currently being made and it is sold in the UK, I don't know if it is available in the US.
To use it you wrap the wire around a lead or pin then do the same to each lead or pin that is to be connected together. After you cut the wire off the last connection you use a soldering iron (operating around 800 deg F) and apply solder, the heat burns off the insulation but only where it's wrapped around the connection.
