Do electric and magnetic fields always exist together ? if so, why ?
Won't electric or magnetic field act alone ?

Electric and magnetic fields are different aspects of the same phenomenon (electromagnetism). You can have a static electric field produced by fixed charges, but magnetism is observed as a result of moving charges, and changing magnetic fields induce electric currents.
