Li-on Charge Protection: Neccesary When Built In?

Hey all,
Pretty basic question here. I purchased this battery some time ago: http://www.amazon.com/Fenix-ARB-L2S-Pro ... B00G9KHL4I
I was just curios as to the protocol with lithium batteries of this type. It has built in over and undercharge protection, so do I still need an external charge controller for hooking up to, say, a small solar panel? I do have a couple of those small USB charge controller boards, but I was just wondering if they're actually necessary, since the battery has built-in protection. Any insight would be helpful!
