low/high voltage trigger for auto generator start

Hello, I am currently looking for a low/high voltage trigger to start and stop my backup generator for an off grid solar system. Instead of filtering through your plethora of shields and relays, I thought i would ask for assistance in selecting a few products. I need the ability to perform the following functions-

1. set and detect low voltage approx. 21.5 to 22vdc
2. set delay to start generator after low voltage detection
3. adjust and detect full battery charge and turn off generator---28-29vdc
4. would also like the ability to monitor voltage off site via internet connection

I was hoping y'all might have something compatible with raspberry pi or arduino as I would like to add additional features soon.

Would also be nice to add a 240vac to 36vdc converter of at least 500 watts
