Homemade pic programmer

i developed the following pic programmer but the prototype won't work. I configured the standard entry for a JDM programmer in PICPGM with all signals inverted. The software recognize the programmer but not the pic, PIC16F886. I've done this check in windows 7 with a USB-Serial converter and under linux eith a standard serial RS232.
The i've checked the voltage level to every pin of microcontroller and they are ok; i did the test using testing function of picpgm.
Any idea about the problem?

OR...just go on ebay and buy a Pickit2 clone for $20 and save the hassle...
