What is the average current draw of arduino?

Then multiply the current by the 16 hours of battery operation.
xxAmps * 16 hr = yy Amp-Hr is then the minimum capacity requirement of the battery.

The solar panel calculations works the same by using the total A-hr and sun light time to determine the average current output required.
The battery charging voltage (plus regulation drop) and current is used to chose a solar panel.
What battery and charger are you using?
