Fingerprint Scanner Not Turning On [FPS GT-511C3]

I am working on a project that requires a fingerprint scanner, so I picked up the GT-511C3, however, when I run the example 'Blink' sketch, the scanner LEDs do not turn on. Same thing happens with Enroll, and ID sketch, they just seem to do nothing and the FPS doesn't respond. The Green LED is turned on. I have the FPS wired using this diagram.

whoops... Just realized i posted way too big of a picture, didnt look that way on the website I got it from. Anyway here's a more reasonably sized diagram.
