Questions relating to designing PCBs

I designed a board in eagle and made sure the rectangle i drew in the dimension layer started at 0,0. my board layers fit well inside the rectangle and are 2.0 x 1.5 inches.

However when I make gerbers for the design (I used SFEspecial.cam) the resulting RS2-274x file seems to have an offset origin. it seems to start the design from 0.1857 x 0.1645. this ofcourse causes the whole board to measure larger than it is.
the drcbot at batchpcb also interprets it as larger in size than it really is and ofcourse charge me for another square inch.

Any idea how to fix this?
