I used old eagle (dos)
I forgot the instruction to load an Ic from Lib to my new pcb design
pls refresh my memory

This is how it is done for the current versions, not sure about the DOS version:

You can use the USE command to open libraries and find parts and you can use the ADD command to select an item to add to your schematic.
