Questions relating to designing PCBs

I am doing a small 2 layer board in eagle with a ground poly on the top layer. Is there anyway to get the poly to get closer to the border? It looks like its 0.05" away from the border but id really like to have it as close to the edge as possible.

In the Design Rule Check (under the 'Tools' menu), there's a 'Distance' tab. Under that tab, there's a 'Copper/Dimension' box. The value you put in there controls how close to the edge a polygon will get. I put '1mil' to get it pretty much flush with the edge.

I like to leave ~10 mil, as fab routing tolerances aren't always as precise as I wish they were. The problem is that the copper will "tear" at the routing edge, and sometimes you can get shorts. [Easy to clean by hand afterwards, but still a pain.]
