Reference Designators not visible in Eagle

Why for some of the components refdes not visible in .brd,though it there is a text ">NAME" in tnames in .lbr. Many times I updated the .lbr. It is not visible in .brd. Plz help.

The board display does not show NAMES or VALUES by default. Click on the layer setting button in the tools palette. Then scroll down to the tNames item (#25) and click on the left hand side (on the number) to enable that layer. Note that you have to enable top (tNames) and bottom (bNames) separately.
