In a nutshell, it's two through-hole pads 67 mils in diameter 200 mils apart. The two pads are electrically connected by the part.

1. Is there a library already for this somewhere?

2. I've started down the road of creating my own library for this part, and the stumbling block is that I can't seem to electrically connect the two pads within the library itself. I can connect/append the two pads when creating a new device, and I can drop two polygons between the two pads on both sides of the board, but I can't name the two pads to the same thing, and I can't name the polygon at all (in the library layout editor). I do seem to get the resulting part that I want, but there are two airwires left that I have to ignore.

I may have solved this. I changed the two pads to offset pads and spun one around. The two now formed basically the correct shape. I then drew a line on the top layer between the center of the two pads. That wire doesn't serve any actual purpose, but it does wind up mooting the airwire that would be between the two pads.
