Questions relating to designing PCBs

First off Thank you in advance for any help. I am a Newbie in this area but completely fascinated!
I am building a fairly simple Solar Charger and do not know how to build it . I wonder if someone has already built this before.
I have a photo of one I took out of another product and seems to work well. I just want to understand the schematic process.
My specifications are: 6V solar panel at 2.5W 3*AA rechargeable NiMH for 3.6V the line out on the board will power LED lighting
(33 roll led rated at 4.5V)
The unit will charge during the day and lights on at night. I really appreciate any help I can get to design a cool board.

Is it possible to cut the charge off at 4.19V That seems to be maximum charge for these batteries.

Thank You, Robert
