Questions relating to designing PCBs

From what I see, it is correct, but when i soldered it and plugged it in, it does not even show up as a COM port, and after a while windows gives me very quick windows that it found new hardware, but they disappear quickly.

I want to see if the schematic is correct, because if it is, than it will save me time to just look at the PCB and my component placing, instead of checking the schematic and PCB at once :P

Any ideas on it not showing up at all? If there is too much current driven from the 3.3v reg on the FT232 chip, might it cause this? Though all i have connected is a PIC24F to it.

Off the top of my head:

- Reset is permanently pulled low in your schematic, it will never come out of reset
- PWREN is floating, this is used to determine if it's self powered or bus powered...
