Questions relating to designing PCBs

Hi,

I have started not long ago to make my own pcb layout. My design would need to be divided in 2 boards, one on top of the other so that it fits well in the enclosure.

My question is, if I put both design on the same pcb file with the outlines clearly defined, will most manufacturer consider this as a single design or would they want to charge twice the setup fees and twice the electric testing?

I know batchpcb allows for this but is it the case for most manufacturers?

different PCB houses have different ways of saying this. Some times you will see something like "duplicate part numbers not allowed" or similar. I would just submit a single gerber and presume that it's ok. Especially if the two boards don't look alike.
