EM 406 serial evaluation board question

I just purchased a EM406 and the serial evaluation board. Befor connecting the EM406 to the board I checked the voltages on the serial evaluation board. It measures 3.2 volts. This seems low I can't tell from the documentation for sure but I expected close to 5volts. It is my understanding the EM406 has its on regulation to 3.3volts.
Is 3.2 volts correct?

Also is there any software/freeware available to exercise the EM406 from the PC?

3.2V does seem low. I'm not familiar with the board so I can't comment on it.
