With my EM-406, I noticed that if I provide 4.75v or less for main power, it never locks.. the datasheet says it should work down to 4.5v.
I am using it indoors with success when I provide 5v and when I use 4.79v (from the sparkfun cp2103 usb-uart module), it loses lock but continues to spit out messages.
