GPS and SMS

I am interested in creating an inexpensive gps tracking device in the developing world. H

How difficult would it be to create a gps device which sends its location every so often as an sms? Is there a protocol which would be easier?

To receive the messages, I have a gsm modem attached to a computer with the handling software and my plan is to modify the software to show where users are on a live map.

SMS is text messaging over a cell phone.

GPS is global positioning.
