board outline ignored

board outline ignored

I am submitting a board outline file (%N.out in eagle), but BatchPCB is ignoring it. The board is 3.0105 x 2.0105, not 2.93 x 1.93 like you will see below. The copper is pulled back by ~0.05 from the edges, so it's using the ground plane as the board outline instead of the actual board outline.

The DRC bot emailed me this information in the top copper layer:
Board boundaries: Rect: [0.045500,0.045500] -> [2.975500,1.975500], w: 2.930000, h: 1.930000

You can see the coordinates are 3.0105 x 2.0105, which is what I expect.

What am I doing wrong?
