Probably because you were a new user and it's a locked thread. Try it again now that your account is set to normal.

The permissions for the BatchPCB forum were supposed to be set to read only when it was locked but were accidently set to "no access." I put it back to read only so let me know if you can access it now.

I can access that post and the forum, despite the latter indicating that it's locked. You'll have to be trickier than that to fool the NSA.
