Raspberry Pi 3 Model B V1.2, will not boot with Sparkfun power supply

I've recently bought 2 of these power supplies, for my R Pi3s..

It seems like the output voltage is too low for the Rpi,
as it does not boot. The red power LED comes on, the green LED blinks, the yellow ethernet link LED
comes on too, but nothing on the monitor.

Using a similar power supply that I had bought from Adafruit a while back,
https://www.adafruit.com/product/1995 (note, the actual voltage written on this power supply is 5.25V)
"Note: As of Tuesday, March 22nd 2016, we are now shipping an updated 5.25V 2.4A version of this power supply."

the same R Pi 3 has no problem booting.

Do the lower voltage power supplies work for you on your R Pi 3s?

The official Raspberry Pi Organization power supply is 5.1 Volts 2.5 Amps.
I don't think that should not be a problem.
I know some sellers are using 5.25 Volt 2.5 amp supplies. I don't believe it is a requirement.
I got a kit from MCM and it came with a 5.25 Volt 2.4 Amp.
Is there anyway you could safely measure the 5 volts on the board. Maybe on the connector used for Hats or a deice poweed through one of the USB Ports?
