I have the FreeSoC2 Dev 13714. I soldered a 32 kH watch crystal on the board, but no capacitors. The clock runs 6x as fast as it should when I use the built in RTC function package. The crystal is rated for a 12.5 pf load, but I have no idea what the board and input port loads are. Could this be why I am getting such a fast clock rate? Any suggestions as to what size caps I should add to the board if that could be causing the problems?
I have done some checking and use a 1 second delay function to check the seconds counter. I get 6 counts for every second.

Page 26 of the datasheet (of the PSoC). Ofcourse the watch crystal should have it's own datasheet with an opinion on the matter.
