ACS712 Low Current Sensor

Is it normal to get different values from this sensor even when there's no load???
I thought that value will be consistent, not flickering where there is no load.
Also what's the minimum current drop which can be detected with this sensor?
Can this sensor detect 15-25mA current drop?
