I need help wiring up my level shifter that I purchased. I hooked it up as pictured. However, It doesn't seem to work.

I want to send in 5v to pin B1 and see 1.8v out of pin A1

Did you solder the pins to the board yet?

I have not. But others indicated this may solve my problem. So I will try that and report back!

Well soldering those pins or wires into those holes does ensure reliability of electrical connections. Without doing this it is a wild goose chase trying to find the problem. It's kinda required.
