What would I need to measure level?

I am going to be setting an apparatus inside a cylinder and I need something that will tell me if I am 100% even and level when I set the apparatus inside the cylinder. What would I need?

To tell us more. Is this apparatus and cylinder vertical or horizontal or ? How big is this ? How much space is there between the apparatus and the cylinder walls ? How close to being perfectly centered and level do you need to be (what are your tolerances) ?
