I was able to download Arduino 1.0.6 on my Windows 7 PC Dell laptop. I uploaded a sketch and got the error message "Serial Port Com 1 not found."

So I went to the sketch menu, clicked "tools" and all the menu options are working except for "Serial Port" which is the one I need!

Apparently my Arduino Uno is on COM1 (says so at bottom of the sketch), but I cannot change that option!

Any solutions would be appreciated.

What ports are shown in Device Manager?

It won't let me click into "ports" in the device manager. Says I need a system administrator (since it's a work computer).

I'm just starting to learn Arduino and eventually want to set up some sensors that I can access remotely from work like surveillance. I don't necessarily need to program the Arduino. Would I still be able to do that since it's not letting me access ports?

I suggest you contact the IT department at work first. It is possible that usage of the serial ports and other means of communication is disabled through software policies.
