The white on the wire you linked to is called the "jacket" and you buy the wire that way.
You do not wrap this around the wires. this was extruded over the wires when the cable was manufactured.

The best you might do is use heat shrink but your problem is getting the heat shrink over the connectotars.
Next best is a tape that fuses together. Try searching on fusing electrical tape.

I see it called braided sleeving wire loom.

First time I saw it was when my company had a av system installed. They finished it by turning the end into itself like a pants hem and then a cable tie around it.
