Hi, all!

I am brainstorming a solution right now to wirelessly transmit a small amount of data (Just one char) over a range of < 200 meters. There will be some obstruction, and the transmitter will be moving, but the receiver will be stationary.

What kind of wireless technology would work best for this? The most practical use would be outdoors, so I don't think Wifi will cut it here.

Look at Xbees (search SparkFun site for "XBee") or the RFM69HCW (SparkFun COM-13910).

Lots of application info and Arduino style modules with radios at lowpowerlab.com

You may need better antennas to get the range.
