I'm just trying to gauge interest in a board that supports a simple SPI protocol for interfacing to a z-wave network. It would be based off of this module:

It seems that, as long as you buy the dev kit ($3000) and modules (~$11ea) from a licensed distributor (digikey) you do not need to pay royalties on individual units.
