I have a board with LPC2368 with JTAG header and I have Olimex ARM-USB-TINY. I have tried flashing the chip board with OpenOCD but no success. What are other alternative to flash the board with JTAG header?

J-LInk's low end student JTAG.

Not JTAG, use serial port, jumper-enable the serial bootloader. With this, use the free FlashMagic utility.
