Here is a program I worte that calculates the PLLCFG values for the Phillips LPC21xx chips. I did NOT research all of the derivatives but I know this works for the 213x and 214x families.
I wrote this with Static Linked Libs so it should run with no install or support files other than Standard Windows DLL's. This all sounds good, however, if you have problems running the program let me know.
