Does anyone know where I can find code to implement a JTAG interface for ARM i.e. mem write/read, bkpt, stop, go, etc. something like the source code for OCDCommander ?

All ARM chips I have seen have at least a JTAG interface implemented in the hardware, all you have to do is to connect to it.
