If you are going to try and power 100 LEDs.
Three AAA batteries will not be able to provide the current needed or may last a very short time.

There is probably more damage than just a burned capacitor. It maybe in a power line derived supply. Where a capacitor is used to limit the current in to the supply. With a few diodes, maybe a low value resistor, small coil and filter capacitors. I would check sealer for things like shorted or open ...

Can't say about online. I know IDE 1.8.7 works fine with it. I used the " Arduino Genuine/UNIO" choice The Redboard uses a different USB interface chip. The FTDI FT231X. I know that an older revision of the Redboard and the SIK with the older revision Redboard. Can be purchased on a surplus electronic equipment and component web site.
So it looks like retired revisions where sold to the surplus electronics company.

Are you inputting the other signals that maybe needed to run the motor or are you expecting D7 and D8 signals alone will run the motor?
Although for Arduino. The example code also shows what other signals are used.

Check your manual and see what the one line or two line markings mean.
If you have the meter set to measure AC. The DC voltage from a battery will read close to .001 volts.
If you are on the DC range. Check your manual. See if it may have a protective fuse in it. That maybe open.

Exactly what are you using to charge the battery?
Sparkfun does have a few charging boards listed on their sales site.
By chance are you using one of their USB to Lithium Battery charging boards? What it the part number if you are using one?

Did you see the charging warning on the batteries sales page. It requires a charger specially made for that type of battery. "These batteries require special charging. I would say no.
Look at the data sheet again. VD and VA can be 5 volts. The VIO voltage is rated 1.5 to 3.6 volts.
The schematic shows VD,VA and VIO are all on one voltage input connection.
