I use OSH Park for my boards (in fact, BatchPCB merged into them), and OHARARP for stencils - nice $25 laser-cut kapton.

That article doesn't involve exchange of GPS information, but rather the systems with the GPS units sending data to a central source that guess traffic, etc. from the various speeds and positions.

Since you'll be in a defined area, and need fairly good precision, I also suggest visual tracking. You're welcome. I haven't found hand-placing 0402 parts any more difficult than 0603 parts; both need a relatively steady hand and tweezers, and a magnifying light helps a lot. I don't know what the optimal way to do it is, but I generally just use 0603 resistors and capacitors when I can. If you're not doing more than a few dozen pads, and you have moderately steady hands, a syringe of solder paste works just fine. Note that you'll need some method of reflowing, such as a skillet or hotplate.

The feedback is through the regulator - AndyC explained it well. Danvm just has the inputs reversed for this application.

Solder paste is only for use in surface mount reflow soldering. You apply the paste, put the SMT parts on top, and bake it in an oven that liquefies the paste.

I believe the PCBs are made by Gold Phoenix. They have pick-and-place machines in house for assembly (fun to see in action on the tour).
