If it helps, you shouldn't need to convert the level of the Tsunami TX (3.3V) going to the the ECU. It will see the 3.3V as a logic high.

The next step would be to check whether your serial connection is working. Download the Example Remote Control Utility and see if it will communicate with the WAV Trigger with the switch in the run position.

Where are you supplying 5V? If you're using the barrel connector, then you need to provide a minimum of 6V since it's supplying power to a 5V regulator. That's in the hookup guide.
