receiving XBee will alter its received signal strength indicator (RSSI) as each packet is received. That pin on the XBee can be observed.

The RS232 standard permits voltages compatible with what you are seeing with the max232.

Check data polarity inversions from end to end. Probably one inversion in the Max232.

I just went through getting the SFE rotary encoder to work properly. If I can summarize... Must get interrupt from both A and B phase and on both rising and falling edge - in order to fully debounce the switches. Sometimes they glitch while gliding along the conductive strip. Use an Ardino or Raspberry Pi/Python XBee library. All work is done for you.

API mode frames vary in length and format. It is a lot to learn to do API coding rather than using a library.
