I don't know about the converter specifically. Assuming you know you have everything wired up correctly, an easy way to check if speed is an issue is to slow down your SPI clock. If it runs slowly and not quickly, speed may be a problem.

The 7 digit number listed on that page next to the part is the radio shack catalog number.

1 LM317T Adjustable Voltage Regulator - 276-1778

The catalog number is 276-1778. If you punch that into the radioshack.com search window, you should get what you want.

There is a locking 'tab' you should be able to pull out with your fingernail first. Then you should be able to slip the tail in easily, and press the locking tab back into place.

V_IH of the WS2801 is 0.8*VCC. 0.8*5V = 4V. That would be the first place to look. Also, I'm not certain what Thread.Sleep(200); does, but the WS2801 datasheet recommends clock be low for >500uS to latch the shift registers. I would start with what you already know... Take the script, and use it to break the image up into appropriate sized blocks, and then determine your pixel color for each block. If you can make number of blocks variable, then you have what you want.

The 3rd wire is usually a thermistor, as it is in the pack you linked to.

You say you need to convert to RS232 levels... What are you trying to connect the GPS to? If it's a PC, something like DEV-09716 is even easier than using a serial port.

You have momentary push button switches. What you want is a toggle push button switch.

In a digikey search, they're referred to as Switch Function: Off-On or On-Off, or something similar. Not Mom[entary].
