Microchip does have one powerful wireless module to be released which will have 4000 ft range. The price should be in the US$13-2x range.

You should be able to implemented a CAN application in any language, assembly, C, basic, just pick one you feel comfortable with.

No doubt on that. Microchip is designing some 4000 ft wireless module, and should be released soon. The budget price is between US$13-2x at 2.4 GHZ.
